Over the past several months, there have been multiple cases of hoarding, abuse, and neglect of several animals. From Wilton to Whitehall and beyond, there seems to be no end in sight. It was recently discovered that it took 400 days for action to be taken in Whitehall to help severely abused and neglected animals.

Unlike dogs, cats in New York State exist in an unclear legal space. While animal cruelty and neglect laws technically apply to all companion animals, the lack of explicit standards for the care and supervision of cats—especially those allowed to roam freely—has created a loophole that enables neglect without accountability. In addition, some cats who are free-roaming are not fixed, which means they are actively contributing to the homeless cat crisis.

New York State bill S00197, known as "Tucker's Law," aims to strengthen penalties for extreme animal abuse. This is a significant step in the right direction for victims of animal cruelty!

When NYS revised its bail laws, it limited when judges can impose bail and established a defined list of eligible charges. Prior to these reforms, judges had broader discretion to set bail in most misdemeanor and felony cases, including animal cruelty, but that is no longer the case.

Nancy M. Kenny (72) and Rachael N. Furman (32) of Wilton, New York, were charged with 37 counts of overdriving, torturing, and injuring animals, and failure to provide sustenance. These charges stem from the discovery of dogs, cats, chickens, ducks, turkeys, a rabbit, and a pig living in deplorable conditions—both inside and outside their Louden Road residence.

Did you know if someone poisons an animal (such as dogs, cats, or other pets ), it is only a misdemeanor? This is punishable by up to one year in prison, a fine of up to $1,000, or both. That's it.
